John is Second Permanent Secretary at the UK Treasury, where he has overall responsibility for financial sector, growth and infrastructure issues.  John was intimately involved in the UK response to the financial crisis including leading negotiations with Royal Bank of Scotland, Lloyds, and HBOS on their recapitalization in October 2008. He ran the resolution process for Northern Rock following the run on the bank in September 2007, and acting as first Chief Executive of UK Financial Investments, the company created by the British Government to manage the banking investments acquired during the crisis.  From 2010-12 John was Global Head of Financial Institutions at Rothschild, the investment bank, where he advised a number of major financial institutions, Governments and international organizations.
