Babra Ontibile Bhebe is the Executive Director of the Election Resource Centre (ERC), a civil society organization that stands to promote electoral democracy in Zimbabwe and across the African continent. She has worked in the governance and human rights sector for more than 18 years. Since joining the organization in 2021, the ERC has under her leadership extended its influence to South Africa and Angola where it has been instrumental in building the capacity of political parties on various election related issues. Her reputation as an election expert is demonstrated by the multiple international election observation missions she has been invited to in various African nations, including Kenya, Nigeria, and Liberia. Prior to joining the ERC, she worked for Pactworld, where she led the implementation of two major USAID-funded civil society strategic awards in Zimbabwe and served as Deputy Chief of Party. In addition, she worked for a number of other organizations, including the Association of Evangelicals in Africa, Transparency International, and the Open Society Foundation, where she advised and supported them on matters pertaining to human rights and governance, civil society strengthening, electoral reform and anti-corruption advocacy.
Babra has a Doctor of Laws (LLD) from the University of Pretoria and a first-class master's degree in global development and international law from Coventry University. She also has a master's degree in disaster management from South Africa's University of the Free State.
